February 15, 2025 – Reza Pahlavi, former Crown Prince of Iran, declared during a conference attended by his supporters that preserving Iran’s territorial integrity is his primary condition for cooperating with opposition parties and groups against the Islamic Republic. He has repeatedly insisted that any political change in Iran must occur within its current borders.

On the surface, this position appears to promote national unity. However, in reality, it contradicts the principles of democracy, human rights, and the right to self-determination for the nations under Iranian rule.

1. The Right to Self-Determination in International Law

The right to self-determination is a fundamental principle of international law, explicitly outlined in Article 1 of the United Nations Charter, the International Covenant on Civil and Political Rights (ICCPR), the International Covenant on Economic, Social, and Cultural Rights (ICESCR), and numerous UN General Assembly resolutions.

According to these principles, all nations have the right to determine their political, economic, social, and cultural future without external interference.

For decades, the Ahwazi Arabs, Baloch, Kurds, South Azerbaijani Turks, Turkmen, and other oppressed groups have repeatedly demanded the implementation of this right. However, both the Pahlavi dynasty and the Islamic Republic have consistently suppressed these demands through military and political repression.

UN General Assembly Resolution 2625 explicitly states:

“Any attempt to suppress a nation’s right to self-determination is a clear violation of the principles of international law.”

By insisting on preserving Iran’s current borders, Reza Pahlavi disregards this fundamental right and opposes the legitimate aspirations of non-Persian nations.

2. The Conflict Between Territorial Integrity, Democracy, and Human Rights

Democracy is based on the will and choice of the people. Every nation must have the right to freely determine its future. However, Reza Pahlavi’s insistence on maintaining Iran’s borders imposes a predetermined political structure on these nations, contradicting democratic principles and human rights.

The right to self-determination takes precedence over territorial integrity. Enforcing current borders without considering the will of the people living within them is a form of authoritarianism and a violation of human rights.

History has shown that nations under Iranian rule have never voluntarily joined the centralized Iranian state; rather, they have been forcefully retained through military suppression and internal colonial policies.

3. The Historical Struggles of Oppressed Nations for Independence and Rights

A review of Iran’s modern history reveals that non-Persian nations have never been granted their rights under Iranian rule. Their struggles for independence include:

  • Ahwazi Arabs: Fighting Persian occupation and colonialism since 1925 and continuing their demand for independence.
  • Baloch Nation: Suffering from systemic oppression, poverty, and discriminatory policies, repeatedly rising to claim their national rights.
  • Kurdish Nation: Staging numerous uprisings throughout history against Iranian occupation, consistently striving for an independent state.
  • South Azerbaijani Turks: Never forgetting the history of the Azerbaijani Republic under Pishevari, persistently fighting for independence.

Reza Pahlavi’s stance is a continuation of the Pahlavi dynasty’s policies of repression, denial of national identity, and linguistic suppression of these groups.

4. The Repetition of Autocratic Policies and Denial of Nations’ Rights

Reza Pahlavi’s insistence on preserving Iran’s territorial integrity is not only inconsistent with democracy and human rights but also a direct violation of the right to self-determination for the nations under Iranian rule.

His unwavering stance mirrors the oppressive policies of both the Pahlavi monarchy and the Islamic Republic against non-Persian nations.

The international community, human rights organizations, and the United Nations must increase pressure on opposition figures like Reza Pahlavi to uphold the principles of democracy, human rights, and self-determination for oppressed nations in Iran.

Non-Persian nations have the right to decide whether they wish to remain within the Iranian framework or seek full independence.

No political force can deny the legitimate and legal right of these occupied nations. True democracy and freedom can only be achieved through self-determination and national independence.
