Leaked “Khuzestan’s comprehensive Security Project” aims permanently of ethnic cleansing against Ahwazi Arabs

Khuzestan (part of Al-Ahwaz) Comprehensive security plan, Al Ghadeer comprehensive project, Sustainable Development Project all are the names launched by the Iranian authorities on a single project, according to documents leaked from Iranian intelligence services and posted on social networks by Ahwazi Arab activists, which caused a noticeable disturbance to the Iranian intelligence due to unveiling the plans included in the 45-page document.

According to a document, that is prepared to thwart the Arab movement in the Al-Ahwaz in various ways, clearly shows the existence of discrimination and marginalization and national oppression against the Arabs in Khuzestan (part of Al-Ahwaz) that leads to nationwide demonstration, Community public discontent from central government, Spiraling unemployment due to importation workers from other provinces and nationalities, The confiscation of land and seeking to change the demography of the region at the expense of the Arabs, which sparked outrage and dismay and lack of confidence in the state over time, drying rivers and marshes and the document proposes a series of measures and security plans and projects to prevent any outbreak of the protests, as happened in the region in 2005 and known as “April Intifada”.

The project that was approved by ‘Supreme Council for National Security’ with the meeting chaired by Abdolreza Rahmani Fazli, the Iranian Interior Minister under Hassan Rouhani’s government on 27 April 2014, divides the challenges faced by the Iranian authorities in the region into the political, security, cultural, social and economic aspects, where it suggests solutions focused on containing the demands of the Ahwazi Arab people, softening the political mobility and their demands in the crucible of the Iranian pro-regime parties” and “concepts of the Islamic Republic.

Perhaps the most important and dangerous of the items incorporated in this project is the planned construction of “new settlements and cities” to resettle massive numbers of Persian and other predominantly non-Arab immigrants from other provinces of Iran as a means of completely changing its demographic composition in favor of non-Arab peoples in order to eradicate Ahwazi identity and culture.

The document that was made as five-year plan to change the Arabic demographic in Al-Ahwaz, also revealed the need to use the Lebanese and Iraqi militias to suppress the Ahwazi revolutionary movement, dealing with security threats in the region through the continuous presence of special units of the police and the Revolutionary Guards, installation of surveillance cameras and widening the streets of main cities in order to facilitate the passage of the police and security forces, conducting strict laws against Ahwazi national activists within Al-Ahwaz region.

In terms of project’s financing, the authorities recommend funds from regional oil sales and a percentage from the profits of the state petrochemical firms.

The leaked document emphasizes on the demographics’ changing of the Arab areas, and the need to change the demographic composition and control of the densely populated areas in Al-Ahwaz by putting an end to the reverse migration of Persians settlers from Ahwaz and their return to the Persian cities, and encouraging the migrations of non-Arab settlers from Khuzestan neighborhood provinces such as Lurestan, Kohiluyeh Boyerahmad and Chaharmahal Bakhtiari  to Khuzestan province that could change the demographics with low expense in nearer future.

Ahwazi Centre for Human Rights strongly condemns the Iranian ethnic cleansing policies against Ahwazi Arabs that comes under displacing the indigenous Arab people by Persians settlers to change the Al-Ahwaz demography and call on the United Nations Special Rapporteur of Iran Mr. Ahmad Shaheed and the United Nations body of Indigenous Peoples Commission to put pressure on Iranian authorities to stop their vicious plans against Ahwazi Arab people.
